Zoo's Response is "Shouldn't have done that"??

I can't say I know a lot about this case ("Escaped Tiger at San Francisco Zoo Kills"), but it seems to be kind of wrong to put people who were attacked by an escaped tiger under criminal investigation. "Police are looking into whether the brothers provoked the tiger before it attacked"??? Who the fuck cares?? That's no excuse for making your tiger fence too freakin' low. Little children who don't know any better provoke animals at the zoo every single day. What are you going to tell the parents of dead children who got attacked by "justifiably angry" animals? "Too bad, you should've taught your kid some manners."???
